UK borrowing costs had climbed, driven by fears over inflation and public spending, leaving less room for tax cuts or spending increases. Those constraints made the balancing act all the harder: Healey and Prime Minister Andy Burnham had to support households, meet defence commitments and adhere to the government’s fiscal rules, all while delivering the “real change” voters expect.

With the main tax levers off the table, the chancellor’s revenue options were narrow. He stuck to Labour’s manifesto commitment not to raise income tax on working people, VAT or National Insurance contributions, and didn’t increase the headline capital gains tax (CGT) rate. He also ruled out cutting a planned “mansion tax” threshold from £2m to £1.5m and shelved a proposed investor-visa route for wealthy individuals from overseas.

So if the main tax levers were ruled out, where did the changes fall? Below, we break down the key measures affecting personal finances and investments.

Please note: While this list of measures is not exhaustive, we’ve highlighted what we consider the main points impacting personal finances. Account holders can contribute up to £4,000 per year and the 25% government bonus will be capped at £20,000. The FTB ISA also has no upper age limit, and the bonus is paid at the time of property purchase.

From midnight 29 Oct. 2026, the withdrawal charge for purchases of properties above the LISA property price cap will be reduced to 20%. By April 2027, rates on savings and property income will rise to 24%, 44% and 49%.

The impact is compounded by the way reliefs and allowances are applied. Reliefs and allowances are allocated to other sources of income first (which are subject to lower rates), before being applied to property, savings and dividend income. This effectively pushes more of your savings and property income into the higher tax bands, increasing your overall tax bill beyond what the rate change alone would suggest.

Planning opportunities

ISAs and international bonds could complement or replace existing structures to provide a better tax position.

Individuals may also wish to consider the structure (if any) in which they hold their properties.

Consider triggering chargeable events on onshore and international bonds before April 2027 to tax gains under current (lower) savings rates.

Alternatively, individuals could look to gilts (government bonds) and corporate debt (qualifying corporate bonds) to generate tax-efficient returns. When held without a tax wrapper (e.g. in your personal name and not in an ISA, pension or international bond), they provide returns free of CGT but are subject to income tax. As a result, low-yielding investments that generate returns through capital gains can be attractive lower-risk alternatives to cash savings.

With income tax thresholds frozen until 2031 individuals may find their tax liability rising significantly. This framework means that, in contrast to some other large countries, the UK’s public finances are on a stable trajectory. But there is some nuance to this. Adherence to the fiscal rules is based on a range of forecasts, and a number of decisions which are yet to be formally implemented.

The UK’s fiscal rules limit the amount which can be borrowed for expenditure each year, alongside the cumulative amount of debt outstanding relative to GDP.

Often the external conversation is only focused on ‘headroom,’ but this doesn’t tell the full story as it only indicates how much theoretical breathing space the Budget allows in any one fiscal year. The £22b of headroom at the last Budget equated to a 59% chance of meeting the fiscal targets. Today’s smaller headroom of £15b reduces that to 56%. Neither of these figures suggest a huge amount of resilience should the country have to face into further economic shocks.

Polling suggests that consumers are concerned about the public finances and that they are spending less as a result. Addressing those concerns would create positive reinforcement, and the government has announced a range of individual measures designed to ease cost of living pressures.

However, there are still important decisions to make over the course of the Parliament to establish the best path to higher economic growth, which will help the country outgrow the debt burden.”

Looking ahead

While these changes will have an impact, there’s still a window of opportunity to put strategies in place before the next tax year-end.
